Approach

Our approach to community resilience is simple: provide mobile technology that assists communities in preventing or minimizing damage to life, property, and the environment; while empowering the citizenry to participate in field reporting and thus increasing government-community transparency.

We have developed a knowledge management system package that assists law enforcement missions, enables citizen reporting, and provides automated analysis tools to enhance situational awareness. The system streamlines information gathering, evaluation, monitoring, and investigations across a wide spectrum of law enforcement and citizen engagement activities. In addition, the technological solutions are designed to rapidly scale up in response to evolving situations, without the need for extra software or hardware.

The KTG package of solutions is fully resilient and functions in areas with normal or degraded communication infrastructures. The user-friendly tools integrate field, enterprise, sensor, and media information with analysis capabilities to produce meaningful visualization and understanding. Multiple data inputs are aggregated and used in on-board analysis tools to create geospatial, temporal and social network analysis products, providing decision makers with information that is securely sharable throughout the operation, and across organizational and jurisdictional boundaries.

The available information can be customized by the hosting authorities to include items such as parking, garbage, or industrial violations; building permits, land use hearings, proposed road plans/variances, or water use restrictions.

Second, a web-based data repository combines information from a variety of sources including citizen reports from the mobile application, historical and administrative data, and sensor feeds like traffic cameras. The portal also contains visualization of data for added insight, and on-board analysis tools to extract knowledge from data. This system empowers each user, whether part of a Law Enforcement Agency or the general public, with the ability to access current information, incisive analysis, and situational awareness. Interoperability assures compatibility with existing systems, eliminating the need for system replacement, resulting in an agile and cost-effective system.
